Smokers' articles, namely, rolling papers and rolling paper cones, sheet rolling papers for smoking made from processed hemp, hemp rolling paper cones for smoking, cigar and cigarette wraps; all the foregoing goods containing cannabis solely derived from hemp having a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis;
